Jorge holds a degree in Law from the Universidad de La Laguna (Canary Islands), a Master’s Degree in Law of Regulated Sectors -specialising in Energy- from the Universidad Carlos III de Madrid, a Master’s Degree in Access to the Profession of Lawyer from the Universidad Nacional de Educación a Distancia, and a University Expert in Public Procurement from the Universidad Nacional de Educación a Distancia. In addition, he has expanded his training with courses in Digital Law (Center for Financial Studies), Administrative Procedure (Foundation of the Universidad de La Laguna) and Patrimonial Liability and Administrative Sanctioning Law (Foundation of the Universidad de La Laguna).
On a professional level, Jorge is specialized in the areas of Litigation, both in contentious-administrative and civil jurisdictions, including Arbitration; and Public Law, advising and defending its clients, in the pre-litigation and jurisdictional phase, on issues relating, particularly, to public procurement, the energy sector, health, administrative sanctioning law and the public service.
Co-author with Juan de la Cruz Ferrer of the chapters relating to articles 54 to 69 of the “Comments on the Administrative Procedure” (Law 39/2015, of 1 October, Baño León, J. M. and Lavilla Rubira, J.J. (Dir); Ed. Tirant, 2021. Since 2019, Honorary Collaborator of the Department of Administrative Law of the Universidad Complutense de Madrid.
